Noob question here but anyone know how to tell if the timing belt has been replaced or not, i heard it should be replaced every 60k miles or so. And also if i find out that i indeed do need to change it, anyone know in miami, a place that doesnt charge that much? Before buying this 99' EJ Hatch, i just need to know if there's a way to tell if i should changed it or not.

Generally, the timing belt is changed based on the manufacturers specifications. Some cars 60 some 100. Its a good idea to change the water pump/valve cover seals at this time to. You can usually find a 99-199 dollar job for 4 banger Hondas anywhere.
